Texas Municipal Courts Association



The Texas Municipal Courts Association was organized in 1974 by a group of municipal court judges and prosecutors in the Houston area for the sole purpose of forming a viable support organization dedicated exclusively to serving municipal courts.

The Texas Municipal Courts Association is pleased to announce the winners of the 2024 candidate elections to the Board of Directors. The following officeholders were elected for a term to commence September 1st, 2024:

Hon. Teresa Evans – President-elect

Ms. Landra Solansky – Treasurer

Hon. Kathleen Person – Second Vice-President

Hon. Melanie Houston - Region 2 Director

Hon. Donna Mathis - Region 4 Director

Hon. Robert Garcia - Region 6 Director

Tammy Odom - Region 8 Director

Hon. Jacqueline Del Llano Chapa - Region 10 Director

The new officeholders will join the following members of the TMCA Board of Directors for the next term: Hon. Bonnie Townsend – President, Hon. Michael Acuña – First Vice President, Hon. Hilda Cuthbertson – Secretary, Hon. Jan Blacklock Mathews – Region 1 Director, Hon. Hyattye Simmons – Region 3 Director, Hon. Wayne Frost – Region 5 Director, Hon. Ed Spillane - Region 7 Director,  Hon. Robert Barfield – Region 9 Director, and Hon. Brian Holman – Immediate Past President.  The TMCA congratulates all of the winners!

Our Mission

To support continuing legal education, leadership, technical assistance, and other programs to equip municipal court judges and court support personnel in providing excellent court services throughout the State of Texas and ensure the fair and impartial administration of justice for all people.

Each organization plays an important role when it comes to assisting municipal court personnel, but each has its own mission, set of goals and governing board of directors.  


TMCA (Texas Municipal Courts Association) 

  • founded in 1974
  • incorporated as a 501 (c)(4) non-profit organization’s 
  • parent association of TMCEC
  • governed by a board of directors voted on by the membership
  • funded through membership dues
  • membership includes judges, clerks, prosecutors and all other court support personnel
  • local representation is divided into 10 regions
  • membership year is September to August
  • annual meeting (education may be provided)

TMCEC (Texas Municipal Courts Education Center)

  • formed in 1983 by the Texas Municipal Courts Association
  • incorporated as a 501 (3)(c) corporation in 2006
  • funded by the Court of Criminal Appeals appropriated by the Legislature to the Judicial and Court Personnel Training Fund
  • education year is September to August
  • judicial education, technical assistance and resource materials

TCCA (Texas Court Clerks Association)

  • founded in 1972 for municipal court clerks and justice court clerks
  • governed by board of directors elected by the membership
  • funded through membership dues
  • membership is divided into 5 classes
  • local representation divided into 8 chapters 
  • membership year January to December
  • annual conference (education provided)
  • education sponsored by local chapters

TMCF (Texas Municipal Courts Foundation)

  • founded in 2018
  • incorporated as a 501 (3)(c) corporation 
  • governed by a board of directors 
  • provides support for continued education and leadership for Texas municipal judges and court support personnel
