Dictum

Dictum is an abbreviation of the Latin phrase "Obiter Dictum" which means a
remark made by the way, or an aside. In legal briefs or in court opinions,
dictum may be included or cited, but it is not precedent and is not binding.
It is to be taken only for what it is worth to the reader.

Thus the articles, comments, and observations reflected in this section are
dictum and are the opinion of the writer. It is the responsibility of the reader
to perform their own independent research and reasoning to determine if
they accept or reject the positions presented. Inclusion of an article,
comment, observation, etc., does not either signify or imply concurrence with
the writer's position by the Texas Municipal Courts Association.

Contributions to this section are invited but is recommended that the
